You cant change it in sense (it will be same as the homescreen wallpaper)
But in cm7 goto settings>cyanogenmod settings> lockscreen > style options > lockscreen wallpaper > image

Ya. Lockscreen apps like magic locker , go locker, widget locker, lockbot etc will work. If one of them doesnt work try another one..

I don't know how to change the text, but you can disable the text in your launcher settings.
