You can't do that on an at&t ROM without paying for a data sharing plan.

They only solution would normally be the unlock your bootloader and flash a custom ROM. But you can't do that because there is no root exploit for your current firmware, nor is there likely to be a root exploit. So basically your stuck.

This is why you do not install an OTA on a modified device, unless you know exactly what the results will be, and are willing to live with them.
