So after I read your reply I realized I was incorrect about my problem with the tethering app. It did download just fine. I honestly don't remember how I loaded that file, I may have just used root explorer and opened it which installed two tether apk's, one is for wired and one is for wireless. (I will post this on the OP as well) Neither of them install or do anything when I click on them. Not sure what I'm doing wrong. I will have a chance to mess with my buddies phone tomorrow and will report back.
Now as for the tethermanager.apk, it is nowhere to be found. Did you delete it from the ROM? When I run the tether app the blue hotspot notification shows up in the notification bar allong with the notification for the sideloaded app. When I try to access the stock hotspot app it never actually turns on and says there are errors so my guess is the tethermanager apk is not there. I was thinking that the stock hotspot is maybe interfering with the tether app. Is there a way for me to easily remove this. I hope I'm not confusing you to much. Thanks for your time.

tethermanager was deleted to allow tether unofficially.
att hotspot was also removed. It only tell you if you're close to an att free hotspot...but you can also access those hotspot with any device..I thought it was kinda pointless.
Here are those apk's. if you add them back on, they will be running in the background.
