First of All, note that I am not a developer, I wanted a Kernel that has the permissive mode, made from a stock kernel for KK 4.4.2
After doing some research, I couldn't find any image, I saw some people asked for one and getting "Do it by yourself". Considering that there are lots of people that have work and don't have time to develop a custom Kernel, this post might be helpful for them.
I did a custom kernel that change the SELinux policy from enforcing to permissive based on @akshizzle Steps - http://xdaforums.com/showpost.php?p=49371728&postcount=93

I hope this one helps you, find the download link below and let me know the status

Hi Allenzo,
I too unpacked, made few changes and packed the touchwiz 4.4.2 Kernel for N7150.
I do not see Selinux enforcing listed in "about device" anymore but getenforce command still returns enforcing.
Did you get it working to Permissive ? I had no issues changing SeLinux status on 4.3 kernel but with 4.4.2 it's not working.
