Bluetooth and wifi problem

When i turn on Bluetooth or wifi, it only show turning on Bluetooth or turning on wifi and so i cannot turn Bluetooth or wifi on my sony Ericsson xperia arc with 4.0.4 ics, built number 4.1.B.0.587

Should i flash it?

If things used to work well then your Rom may have some problem, try factory reset your phone. Nothing works, then you flash it.
