IMO, the easiest way to fix all of this is to create a "Developers Only" section where they can post their work and unless you are a recognized developer the average Joe can't post anything in there. The average Joe will still be able to see everything, just not post anything. No more threads in the wrong section. No more redundant posts in Rom/Kernel/Mod/etc. threads.
I know there is a heavily moderated developers discussion sub-forum but I mean a sub-forum that you essentially need "developer" clearance to even be able to post a thread let alone post a reply in a thread in that section. Where you have to be recognized by a mod, showing authentic work, to become a "recognized" developer. That way the Developer's thread stays clean. Only the information they provide will be there like, initial release, updates, install process, known bugs/issues, faq, link to support thread, etc. could all be on one page.
Then create a sub-forum for support/bug threads for the common folk to talk and discuss their problems or success and even thanks for the developer. Questions, issues, bugs, thanks all in one place away from the developers main page. There could even be a proper form to fill out to report bugs (which some developers use already) that can stand out from the rest of the posts for devs to easily identify.
Boom problem solved. Keep general, q&a, theme/apps, but create the dev only section and support section. This might have been thrown around, or it might not even be possible... but this seems like the easiest way to go about it.
I came from the Fascinate and over at Rootz jt1134 uses a similar format, his main Rom page in development and a support page in general. He also uses a form for people to fill out to report bugs. Of course he asks if people could post anything non bug related in the thread over in the general section but as you all well know some people post in the Rom thread out of ignorance, laziness, or just plain stupidity which clogs up any productive posts. But the way I'm proposing eliminates those posts because they aren't "recognized devs".

The only problem I find with this idea is that there are people like Chad0989 from the rezound forums, where the guy is an absolute genius, pretty much made AOSP from the ground up for the rezound, but never posts any ROMs himself. He does all of the github work, and other people compile and post it. Smartest, most talented developer in the forum, but because he doesn't post ROMs he doesn't get the Recognized Developer label.
