I'm on AOKP PUB ROM and KTManta kernel.
Get the Battery Monitor Widget and check the charging rate on both micro-USB and POGO.I got my POGO charger yesterday and am very dissatisfied. I put my Nexus on the charger last night and it charged so slowly, that my nexus was only at 91% when I woke up. I checked my email and browsed a website or two before I disconnected it from the charger and my charge actually went down to 89% in a few short minutes. Even my USB charger charges faster than the tablet consumes the battery on simple tasks.
I have attached a graph of my battery level for the night, and you can see where I woke up at 0830 and the battery dipped. Then you can see a steeper slope after I plugged in my USB charger.

I may be wrong since I have not received mine yet, it may be a totally stupid question, but the pictures I've seen show it just includes the cable. Did you do the test with the original nexus 10 ac transformer (wall charger) and pogo cable? Other chargers and even USB ports could supply less charging amps. That would be the only true way to test the pogo cable against the known usb charging cable using the same power port and comparing the results.
Btw, I had a similar result charging with my regular cable, and very slow to charge, and didn't top off, and then it drained extremely fast... Don't know what caused it but just reset the hardware and it was back to normal (hold power button down 10 seconds till it reboots)

We do know that if one uses OTG, charging will cease and not resume when one removes your flash drive. It'll take a reboot or removing/reinstalling the POGO cord for charging to start again.
You need to do this with the charge around 50%, maybe 60%.
Lithium batteries are charged in two stages. The first stage, from 0% to somewhere around a bit over half, is done as fast as the charger can pull off. The second stage is current-limited, and typically the charge current goes down as you approach 100% charge.
So, in order to test the maximum current it can pull from the POGO adapter, you need to make sure you're in that first stage.
This assumes a reasonably cool room. The N10 may also slow down charging if the battery gets too warm, I haven't tested this.
I used my OEM charger with both the POGO and factory USB cable for the results I posted.
For reference, here is my charge from the previous night with the factory USB cable.
