Hello everyone. I'm having the exact same problem some other users were experiencing in these threads here:

My status/notification bar is gone. I can't get any notifications. The best I get is a vibration. Holding the home button does nothing anymore. I'm at my wits end with this problem!!!
I'm running CyanogenMod 10.1.3 Stable. I've never had this issue before, and I'm unaware of any apps that could be causing this issue. Unlike the 3 threads above, reflashing the ROM, or SystemUI.APK does nothing to fix this issue. I've tried clearing the cache/dalvik cache, as well as fixing permissions. I've done everything short of a factory reset/Data wipe.... I really don't want to have to do that though...
Any ideas?
