Can you unlock your bootloader, or not? And what android version is on your phone?

It would be free if your phone is eligible. Keep in mind that once the request for an unlock code is fulfilled, if your phone is not a developer edition, your warranty is voided.
That being said, since this popped up ->
China Middleman Back?? you might have a 3rd party option available to get bootloader unlock codes if your device isn't eligible to get one from Moto. You will have to pay for this. And this likely also voids the warranty.

If you can't or won't unlock your bootloader, then you can't root and disable write protection once 4.4.2 is on your phone.
If you have 4.4 or lower on your phone, you can use the SlapMyMoto/MotoWpNoMo processes to root and disable write protection.
