Titanium Backup automatically installs to /data/app, not /system/app, so unless a full wipe is done, you'd have two copies installed ... I think i'll shy away from TB for now.
OI File manager has a built-in text editor.
I think it would be cool if you included the framework for playstation pocket. Probably can't include actual psxperia games with their large size/ legal issues it could make. But the system files for it would be cool.
Since this is CM, i'm gonna stay away from including SEMC framework. (CM is AOSP) and you are correct, there are lots of legal issues surrounding psxperia games and posting them online (Violation of Rule 6 of XDA Rules)
