It's a device you plug to your phone's usb port which helps you to bring it into download mode if it is bricked. You can make one using the usb cable that came with your phone. There's information about it here on XDA.

only 17?mine have 79!!!!!hahahahahah still there is no way to reset this unfortunately!!!

well, i thinks that a program can clear this, bcoz in samsung (after the repair) i always get 0 count,
i flashed alot my galaxy young, now it is 22 count..

Correct me if I am wrong but bin count is for custom kernels only and not custom ROM. I had my first bin count when I flashed Merruk's Kernel.
