Well Samsung just released the KitKat kernel source for the GPE GS4, so hopefully you GPE One owners won't have to wait much longer either!

I think HTC also put their 4.4 GPE files up.
But I fail to see why it would be necessary for the OTAs of those phones to be connected with each other in any way.

I see stock ui and framrowork support files. So unlike n4 are we not able to sideload these files? I can wait for ota or even ruu. I like fresh installs.

As far as I know it is a staggered rollout.
And is there a difference between supercid and google cid when it comes to OTAs?

Each time there is an OTA update, its direct link on Google's servers will be posted here for reference and posterity. Any questions about flashing these OTA updates can be discussed and answered here as well.
You must have S-OFF on your bootloader in order to flash OTAs manually on a GPE One.
