I don't think the 4.3 wifi fix for 4.2.2 works. I've just tried this myself and my Nexus 4 still stops responding to pings after 10 or so minutes.
As soon as I wake my phone up the pings start responding again.
I think we will move forward when the the other bits and pieces get released.
Try to turn off Wi-Fi optimization and report back please

started a ping test with my nexus now...after 8 minutes everything looks fine.. i turned off wifi optimation before starting the test...
ping starts around ~35 and raises in 4 to 6 rows up to 200ms and then gets back to ~35 and it starts raising again.. but no connection fail.. we will see
EDIT: Seems to be fixed for me? my pc pings the phone 1263 times, and only 5 packaged get lost... and that randomly and only single fails.. not 2 together.. and it starts to respond directly after it without touching or waking the device.. so this is good news?

Ι don't know.Did you try after deep sleep to send email or message in fb to see if the device will wake up?
I did nothing to the phone after the ping test was over.. just let it lay there in deep sleep for 2 or 3 minutes and then started a ping test again...worked perfectly!
About the Camera and Gallery improvement in 4.3, maybe you can find something interesting in my reviews.

Actually, the Gallery app might have been updated to the 4.3 version automatically in stock Android 4.2, reported by some people, it is the same app as the 4.3's.
BTW, people who are using 4.2 and want to try the new 4.3 gallery and camera can download the apk directly, you should intall the gallery.apk. if you copy and paste it by root explore you might get photo editor keep FC,(at least I met such problem.)
One bug: camera autofocus status freezed if you keep touching the screen while you didn't move the phone. maybe the new baseband will fix this issue.

it's not a fail if this is a dogfood build!!
these things are to be expected unless it's actually a production build, which is seriously doubtful since the kernel date is about mid-juneSimilar threads

- The clock in the status bar is now hidden on the lock screen when you have the clock widget on screen, like in 4.1 (4.2 broke this)
- The camera now only rotates the icons rather than the WHOLE damn UI when you turn the phone, so that it doesn't disrupt the picture taking experience, like in 4.1 (4.2 broke this as well).
- You can now take photos using volume keys in the Camera app.
- The Nexus 4 touchscreen now responds to MUCH lighter touches. This means that typing (esp. gesture typing) is now much much nicer.
- The dialer now has a T9 optional feature that can be enabled, so typing "366" will bring up all your contacts called "Dom" (like HTC Sense)
- Animations are definitely smoother. While not at Windows Phone or iOS levels just yet, the whole OS is much snappier.
- Google Keep is now a system app
- Many new Developer Options for optimising apps to 60FPS.
- Hidden Notification history in the settings.
- Bluetooth Low Energy support, and ability to stream song metadata over Bluetooth
- Possibly improved battery life: I noticed a 10% drain after 40 mins (screen on) of reddit/chrome/Google+ etc. That might have lasted 20-30mins before. I'll have to do some objective tests later.
- Possible WiFi, Bluetooth and Mobile Data fixes. I haven't experienced any of the quirky behavior that requires a reboot that was all too quirky in 4.2
EDIT M0ar:
- Dialer can now add pauses/waits
- The phone can now scan for WiFi based location info even when WiFi is off
- Notifications not immediately coming in over WiFi with the screen off has NOT been fixed. We have to wait for the new Radio for that.
