No its its own app. I don't remember where I got it but I still have the apk. Lucky you. It also does this. You have to go into the app in the drawer to set it up at first. Its not my work I'm not taking credit for it. Just posting it for you.

Great idea to use a comic book page like that. I am now on a mission for my next wallpaper.
Sorry for the uber late reply...I'm not on this thread alot.
I was using Task's AOKP rom. Under settings, there is an option to activate the navigation bar, change the color, add shortcuts....etc.
