Is ART capable of being some kind of workaround to free Android from Java.... I have no clue about this stuff but was wondering

Yes, it is, it seems like you do have a clue:)

Google and Oracle have been tied up in a fight for a while over how Java works in the Android operating system. In 2012, Oracle specifically targeted the Dalvik virtual machine that runs on Android devices in its legal assault against Google, though Google eventually prevailed in that case. Google has been working toward replacing Dalvik in secret and users running Android 4.4 will be able to use Google's new alternative.

Of course he doesn't have a clue. Why would he ask a question he already knew the answer to?

ART outperforms dalvik. There's no evidence to show that there is any other reason to change. Everything is speculation and a massive percentage of Android is still written in Java
