charge it to full charge, wait for the led to turn green. might take 2-3 hours.
you don't need to charge it full before you can use it.

Just 'til it's full (green led), but it's not as important as a couple of years ago as battery technology has improved.
until the led turn green, can't be more clear.
You don't have to charge your device out of the box before you can use it.

he said it would not power on ...new phone right from the store in a glass case. I told him to charge it at least an hour and try to boot it up

So its confusing, I think this is a new question that should have posted in his 1st thread instead of creating a new one.
the first thread was about a problem of the phone, this one was about the amount time i had to charge htc one for the first time.
both are solved, thank you guys
