Like in title,
CM installer link: http://beta.download.cyanogenmod.org/install
So, can i install with this app CM11 in 4X HD without root and unlocked bootloader?

Because it's not supported. The tool is designed to root and unlock the boot loader for you before installing CM. To do that, it needs to know how to do that. If the phone is not supported, it will just leave your phone in a bricked state.
