We don't need it simply because the 4.3.1 LG camera app does the same... However, LG haven't released it yet and you need to flash it. I've been trying up and down to install it without rooting by trying adb push etc and failing... So frustrating!

Just get http://xdaforums.com/showthread.php?t=2548974 if you're rooted.

It's 4.3.1 with a few extra improvements, try it in IA mode and be amazed.

Yes we do need it.The 4.3.1 one you mention is not from 4.4.Its from korean variants 4.2 roms.
