Even in good light conditions.
This phone is not suitable for recording video.
Quality sucks...
10 min. Recording = 1GB on storage.

There are a lot of glitches in the video and barely can hear anything.
Sound is very low! :-S

Well, I don't think so. For unknown reasons, in low light the FPS decreases (with enough ambient light the FPS stay at 30). There must be a way to force FPS be constant 30 FPS even in low light somewhere, either in kernel or by decompiling camera app, I just don't know where (and how)...

Its problem not in camera app, because other camera apps from market recording with same slow fps in our phone..we need to change something in kernel and this may only kernel developers. :(
Who have tested Video recording in CM please comment.

Who using CM11 and what about this in CM11? Slow fps in low light or not?

Hey @heykweb

Try adding these lines to your build.prop and then reboot. DONT FORGET TO BACKUP. Tell me if it works. It should raise photo and video recording quality.
