It seems to be a problem with that toogle too, it might be unticked but it is ztill on, experience with it and you'll get it right.

how to set no frills cpu to 800? mine is when i tried to 800 the max and 200 the min.. when i apply it it says that 400 max 200 min.. how to fix this?
have you turn off the cpu power saving on settings> power saving mode?

Yes with the cpu power saving the max cpu is 400 and the phone works very very slow.
