[Q] Sprint Mega - No Menu for APNs

So supposedly Sprint has sent the UICC Unlock to my phone, but there's no menu option to view/edit the APNs so I can add my new carrier's info. Pressing the Menu button does nothing. Will obtaining the MSL and unlocking completely help me, or is there some magic sequence I need to enter?

Sprint Mega, rooted and kernel unlocked. 4.2.2, L600PUANA7

Tried to look in system/ect at the apn-conf.xml and add some code there maybe? The server for that service would probably communicate because you ID is enabled. Maybe.

Where do I get this app? Can't search for it on the Play store (Sprint probably blocked it) and searching for SPC Utilities brings up tons of old enttries.
