Tried your way, but es coudn´t erase...
Well, then i did:
Settings> Advanced options> system app remover> cellbroadcasts.apk > uninstall
then no signal again! :/
But i rebooted and tried to reinstall this cellbroadcasts.apk ; then got an error message three times (i am persistent

You couldn't erase it because your Es doesn't have root permission.
Open Es File Explorer
Tap on your first hard (Menu) button
Tap on "Tools"
Check "Root Explorer" to be ON
Give superuser permission
Tap on "Root Explorer" itself
Tap on "Mount R/W"
Check all 3 options to be on RW

Yeah, i tried but my ES couldn´t reach superuser level (unknown reason)....
But i wanted to confirm the solution i told in my last post, so:
wiped the slot, installed the rom again and - surprise - the bug still there
Then like told lastt:

I´m deleting this file before flashing the rom,everytime!it should not affect the calls or signal if deleted!
i´ve no problems with signal,dowloading with 900kb+ on 3g and so on,really strange.........
this ls rom works perfect for me with great battery1
i just set it at what ever it comes up as when i make the slot. im running three roms carbon on stock, mokee on 1 and smooth on 2. i swear i set mokee at 1g system 2g data and 600mb for cache and when i go back and look its now 1018m system 2586m data and 574m cache. maybe it adjust itself for what it needs if thats possible.
But i dont think you can set it up wrong, as long as you can make the slot your good to go.1
