It is always recommend to do a Full Wipe at 1st ....Post 167 How you can do Full wipe?
But do a factory data reset & wipe cache + dalvik cache and reflash it -> go in recovery and let end the csc procedure - you need message "successfully changed csc to XEF" (something like that)
Then Kies will recognize your device as a "P6800LSAXEF" ^^
Please report back if you done it successfully

Yes! I did wipe data/factory reste and wipe cache partition then reflash but when on Android Recovery, it says:
--Applying Multi-CSC...
Installing Multi-CSC
Can't Access to "/system/csc/XEF/system/".
Successfully applied multi-CSC.
By the way, In Andrioid system recovery <3e> you only have these choices in menu:
reboot system now
apply update from external storage
wipe data/factory reset
wipe cache partition (both I do)
test redbend fota[FS]
Did not work...just FYI....
install cwm do the things what i wrote then reflash the XEF Firmware...
it must work....cause i got a TGY(HONG KONG) device with ATO(AUSTRIA) Firmware and Kies does recognize it as ATO device-- read this also http://xdaforums.com/showthread.php?t=1461563 (my little History

I realized something....after trying 5 times as you have instructed....I flashed back to THL then check the differences.
In THL, /system/csc/ there are different csc folders with corresponding apps and istallation instructions.
examples:
/system/csc/THL/system...
/system/csc/MM1/system...
/system/csc/SIN/system...
while in XEF....you will only find this:
/system/csc/.....no other folder follows...no apps or further installation instructions...
XEF csc folder is NOT complete.

- booted into android without conf. google account
- flashed XEF Firmware
- rebooted into stock recovery for applying the CSC XEF
- rebooted into android
- Kies recognizing it as a XEF device

Weird.....I followed all your instructions again yet it still never installed XEF CSC...always Failed!!!
But when I pluged it to Kies, it was fine....PDA: XEF but CSC: TYG...
Go figure!!! Thank you for all the help!!!

----- [GUIDE] METHOD 1 -----
1. Just download the firmware version you want from the second or third posts and extract the .tar or .tar.md5 file in the archive and save it somewhere
2. Reboot your phone to download mode.
To get download mode shut down the device. After it shuts off completely simultaneously press the Down volume key+press the power button .
You should see a warning asking you to press volume up if you want to continue or volume down to cancel, press volume up. You are now in download mode!
3. Start Odin
4. Click on the PDA button and browse to the .tar or .tar.md5 file that you extracted in step 1
If the package has more than one .tar archive then they will be labelled with PDA, Phone/Modem and CSC. Just put them in the corresponding section of Odin
5. PLEASE DO NOT PUT .PIT FILE AND DO NOT, I REPEAT, DO NOT TICK REPARTITION.

If the package contains 3 files it should look like this:
6. Connect the USB cable and wait for the ID:COM section to turn yellow
7. Click start to flash
8. Do not disconnect the cable or turn off the device, it will reboot when it finishes.

Samsung Country CSC code reference
CSC codes represent the locale settings, apps, etc for a specific country, region, or even carrier. for example, TYG is the official code for Hong Kong, with default locale set to Traditional Chinese, timezone set to GMT+8 and come with some localized apps for Hong Kong.
And since there is no carrier specific CSC - so they dont have other CSC code, while in England for instance, there are branded or specific carriers CSCs
However, the CSC used are not necessarily bound by your country, region or carrier.
I am in Germany and got a Hong Kong device so the official CSC should be TYG, but on my device i installed the P6800XXLA3 Firmware wich CSC is ATO and now i can get OTA updates over Network and Kies from Austria .
