Before starting: as reported by @pincher65 , it dosent work on kitkat stock. still untested on 4.3
Quite simple: (TESTED ONLY ON 4.2.2 STOCK!)
First Part = Rooting
Second Part = Unlocking(needs to be rooted)
Third Part = Installing CWM/TWRP
1ST PART:

1st: download and install framaroot from
http://xdaforums.com/showthread.php?t=2130276
(use lastest version, witch at time of this post, is 1.9.1)
2nd: open the app, click on Gandalf and wait untill you see a message to reboot your phone
3rd: once you see the message, then reboot your phone (in case of stock, turn off and then turn on again)

2ND PART:

4th: download and install bootunlocker from
https://play.google.com/store/apps/details?id=net.segv11.bootunlocker
5th: open the app, guarantee root if asks, click unlock(if asks for garantee or deny, please click garantee) and follow the on screen instructions
6th: reboot the phone

3RD PART:

7th: If you want to install TWRP(this is the multirom TWRP,witch is the standard one with a extra menu that only works with multirom installed)

download and install:
https://play.google.com/store/apps/details?id=com.tassadar.multirommgr
open it, garantee root when it asks.
then UNCHECK ALL the boxes if they are checked, and CHECK ONLY the one that says RECOVERY <some date>
boom all done :p

OR if you want CWM

download and install:
https://play.google.com/store/apps/details?id=com.koushikdutta.rommanager
open, garantee root when it asks, click on install or update recovery: Clockwork Mod
then click on Nexus 4, and select the non touch version(or if you want to pay for the premium or do the manual method, you can click on touch, for manual method, go to romamanger.com,click rom manager, search Google Nexus 4, select touch, download the .img and install thru fastboot, or dd command)
Boom all done :p
