So, as I was going through the posts, I saw some Android users claiming that they cannot find any suitable GPS application with offline maps. So, I am here to post the details which might help many to solve this problem of their.
(Note: I'm not advertising but just helping people)

There are many application in the market which have feature for offline maps or cached maps like google map, rmap, oruxmaps, ublox, locus, iGo etc. (these are the maps that i have tested and used by me or some of the other users here)

So, here is the guide.

Method 1.

First of all you need one of the above mentioned software installed on your Android phone (all the above apps are free of cost)

Next you need the offline maps and the guide is as follows:

Step 1. You need to download/create offline map and you will need to download Mobile Atlas Creator (also known as MOBAC and it is a free open source software) tool with SQLite library. Java Runtime Environment should be installed on your computer since this software is based on java. Step 2. Run Mobile Atlas Creator.

Step 3. From the drop-down box in the left upper corner of the screen select map provider.( This step is only for users having MOBAC version 1.8 or below. )

Step 3. In the pop up window appearing on first start of the application, select the map format and the respective map file name for it.

Step 4. Using the mouse select the area you want. You can zoom in and out using the scroll button.

Step 5. Choose zoom levels for you offline map. Please note that creating maps of a large area with high resolution will result creating data file several gigabytes in size.

Step 6. Enter a name of your map and click “Add selection” button.

Step 7. Select the desired format from “Atlas settings” drop-box.

( Steps 6 and 7 are applicable for users having MOBAC version 1.8 or below )

Step 8. Press “Create atlas” button and the download of the maps will begin and be quite patient because it might take time depending upon your internet download speed.
Hurry you are half way done with the offline maps. ;)

Step 9. Once completed, open the folder with your atlas file. Copy the file on your Android device to /sdcard/"your app folder"/maps folder.

Step 10. Open the android application and press Menu button and goto settings and select the user defined map i.e. the one you placed on your sdcard. :)

Method 2.

How to save Google maps for offline use on android and you can save your bucks ;)

Enable the Google Maps Labs Map Pre-caching:

1. Open Google Maps android app.

2. Press Menu button->More->Labs->Precache map area and enable it.

3. Now when you search for a location, click on the map label that appears.

4. In the location view, press Menu.

5. Press Precache map area.

How to use it :

1. While using pre cache maps there should be no form of internet connection running on your phone. This is done to prevent the pre cached area update its tiles.

2. Open GMaps

3. Hit Menu -> Settings -> Cache Settings -> Pre-cached map areas, then tap on the one that you need to use.

4. Note : While using pre cached maps it isn't possible to get directions or search for places but positioning can be done.

This can be used to view 10 miles around the selected area (offline).

Method 3.

There are many applications which help users download maps from mobile itself, either in setup wizard or in options. Following are the apps that support this features:

1. Mapdroyd
2. Map(-)
3. Google Map
4. Sygic
5. Copilot
6. Wave
7. Locus
8. Maverick
9. Oruxmap
10. MapmyIndia
and there are many more ahead.

Here you go. All is set and you are good to go. (Note: The first start up might take time but the consequence will not)

SO WHICH atlas format did you guys choose to use for GOOGLE MAPS/Navigation?

    And google maps do not keep precache. I create one and it stores, but few times after it get cleaned by itself. Anyone with the same issue?
    That is correct. Pre-cached map data is automatically cleared after 10 days. You can verify which areas are still on the phone by going to Settings -> Cache Settings -> Pre-cached map areas.

    However, I still wonder as many other members keep reportedly saying "it works", what does that mean? Were they using offline at all? or never getting a direction?
    There are several aspects to the use of the Maps and Navigation apps. Perhaps some people think they are one and the same? Or they do not distinguish between "positioning" and "route-finding". Even thinking just in terms of "GPS", it is a bit more complicated than what most people realize.

    When you tell Google Maps to pre-cache map tiles, it does exactly that: download the database of vector information used to draw roads, building outlines, building 3D data, geographical features, place names, street names, etc. That way, it can display visual map graphics without having to download the data again. It is useful not only when you are offline, but also to save on network data usage.

    Using your GPS radio, you can determine where you are on that map. If you are moving, the app can also derive what direction you are travelling. Thus, it knows whether to draw a blue circle or a blue arrowhead, and where to place that on the map.

    However, there will even be some instances where GPS functionality will be limited if you do not have a data connection. This has to do with something called the "GPS almanac". It is an up-to-date list of the locations of each GPS satellites in the sky. After all, you need to know where the satellites are before you can figure out where you are! Because the satellites move relative to the earth, occasional updates must be downloaded to the GPS device. And guess how a phone does it? Over its data connection!

    It is possible to download the GPS almanac over the GPS signal itself, but it is an extremely slow process, and I'm not entirely sure Android phones support that. So if you do not use GPS often, and you fire it up one day without an active data connection, you might notice that it takes a very long time to get a position lock (or never at all).

    Now back to the map data: I don't know if the vector data used by the Google Maps app is shared with the Google Navigation app. If it is, then the best you will get without a data connection is GPS positioning. The route-finding mechanism (i.e., when you ask for driving, walking or transit directions) is performed by Google's servers. While it is certainly possible to write route-finding software for the phone, it is not included in the GMaps app because the assumption is that your phone is always online.

    Same goes for any voice searches for places and locations. The waveform of your speech is sent to Google's servers for analysis, and the text is sent back to your phone. The phone then sends the text back out to a different set of servers to perform the search, with the results sent back to your phone.

    So in the end, just being able to download map tiles does NOT mean Google Maps and Google Navigation can be used entirely offline. The purpose of this feature is to speed up Maps operation, and to save on network bandwidth. Map tiles are only a small requirement for functionality. If you need full offline capabilities, you'll have to download a third-party app.

    Finally, don't forget that pre-caching map tiles is a Labs feature, which means it might be buggy, and it might disappear without notice. :)

    Maybe I'm stup or must have done something wrong but gmaps (google maps) cannot do any good without accessing internet, am I right?
    Please correct me if I'm wrong.
    I thought using pre-cache Google maps, I then can use it as offline GPS for navigation.
    Offline means no internet access, meaning no wifi and no mobile network.
    In my case, without wifi and without mobile network, even turn on pre-cache map, it virtually does absolutely nothing except viewing within 10-mile radius. Even with GPS ON and signal locked, I CANNOT even get the driving direction, left alone navigating with voice guidance.
    Is that true? or I miss something?

    With pre caching you can navigate around the 10 miles radius for sure. I have pre caching for a long time like this but got fed up when I had to precache everything..

    something must have gone wrong.. check and tell me once again... does the gps symbol show on the status bar while you use precaching ?

    More specifically, download Mobile Atlas Creator 1.7 to be able to download offline Google Maps to load them on Locus. Use the BigPlanet SQLite format.

    If you are downloading all zoom levels, be sure that the final size of the file is < 2GB as it's a hard limit. Also, you can download multiple BigPlanet files (i.e. diff regions) and load all of them at the same time on Locus.

    As a seasoned user of such, i'll recommend zoom levels of up to level 10 or 11 for regional maps as the first layer. All levels (17, 18 or 19) for city level. Up to level 7 or 8 for continents. Just remember that the limit is 2GB for each file.

    Pre-cached maps are crap on Maps app. Use my method because it works better.
