Worked for me without the modded Play store.

Steps i followed:
Installed the camera app (Will FC if you open it now)
Then Open Titanium Backup > Batch Actions > Integrate updates of system apps into Roms > Select Google Play Services.
The camera app worked after i integrated the google play services.

k guys i managed to get it work on XM dual[4.3]

use titanium backup and integrate the update of google play service to system[so that disabling service wont remove the update]
open settings/all apps/google play service then disable it...now open camera..it will open ...
other gapps wont work till u enable again
