Charging + screen off = 'OK google' works. What if not charging?

I noticed this earlier today. When the screen is off but the phone is charging, okay google works. Does anyone know if it is possible to make this work when the screen is off even when the phone is not charging?

Some phones, like the Moto X, have a special hardware for hotword detection. The Razr M doesn't. So it would be always "on" and drain the battery pretty quickly.

I don't know how to activate it nevertheless though.

You can activate from lock screen on. It's only one button push.
