[Q] Bad call quality and . . . Help or fix

I have a D821 nexus 5 and I use it as my main phone with no root "my only phone without root", I live in the United Arab Emirates and use Etisalat network

My problem with the phone is that whenever any one try to call me it gives them that the phone is off . . . Please keep in mind that coverage is great and I have full bars?

Second thing is that when I get a call or make one people are always complaining about the call quality

I just want to be clear this is not a Feeling I have tested a Galaxy s4, note 2, note 3, HTC One, iPhone 4S, iPhone 5 and iPhone 5S none of them have the same problem except one time with the Galaxy s4 it gave the caller that the phone is off . . . And all on the same network

Is there anything I can do to make this thing better for my nexus 5 . . . Or a mod or a software fix root or not

I just don't get it . . . Why is I have full bars my phone shows off to callers

And yes I did I did format my phone
