Non-Intrusive Call Notification

I was wondering how you could implement this into a rom that does not come prepackaged with it? If I was to take let's say BeanStalk where would I find it to pull it in the file system. I looked in sytem/app hoping there may be an apk but of course there wasnt. How may I go about doing this? Any help would be greatly appreciated.

Carbon 4.3 has the ability to keep the call in the background, which I love. I may miss the call but at least my train of thought isn't broken when doing work on my phone.

I tried moving the dialer and phone apps to a different t ROM that didn't have this abilityand it did not work. I think it has something to do with the ROMs framework.

Would there be any way to pull just the specific framework files and put them into another Roms framework?

You can merge the source (commits) and build a ROM if you know how to do that sort of thing.

This is how many Roms share similar features.
Also how I was able to bring HALO to Cyan Fox
