Is this possible without a bootloader unlock?

So i love my phone, its incredible the changes you can make to a phone with root access. So far I've, deodexed, changed the task switcher to menu and home long press to task switcher. the phone is pretty much perfect aside from a couple of prefences i have. I'm wondering if we can do these without a bootloader unlock

Can we swap out htc's phone.apk with the stock ics one?

can we change the status bar to a CM9 one with the battery percentage?
