To do a proper "full" wipe, you also need to wipe /system.
Try doing a FULL wipe, reinstall the ROM. DO NOT install any mods/apps. See if it continues.
If it does, then do another full wipe, and test a stock Sense ROM. If it doesn't happen on that, well then its just a CM10.2 fault. Keep in mind that CM10.2 is still really new, and in its early development stages, in fact several people I know of have bricked their phones flashing it. (On a different phone.)
