Yes of course, same as it is on any recent version of IE.
Developer Tools (hit F12 - that is, Fn+PgDn if you have a Touch or Type cover - or go to the Tools menu) -> and then scroll down on the left side until you get to "Emulation" or some such thing (icon should liike like a phone and/or tablet, I think). There's options there to use one of many common UASs or to use a custom one.
Obviously, this assumes desktop mode. The "immersive" browser is crippled, just like pretty much all mobile browsers.
