It basically states that with the release of Silverlight 5 (december 2011) it will focus primarily on html5. On Wikipedia you can see the history of Silverlight and on which platforms it can operate, Android not being one of them (got a lot of negative feedback of not supporting on different platforms).
I think many websites will ditch Silverlight if they run the latest technologies but a lot of websites will keep Silverlight over html5 in the beginning to be 'safe', it is what I think, not fully know.
