How do you change the theme color of a ROM?

Default How do you change the theme color of a ROM?

I tried out ROCKO and love it, but how do I change the default theme color? I am referring to the colors of when you get the pop ups and on an app or when you drag down the bar from the top. These are mainly greyish in ROCKO. Imperative ROM has them RED. How do I change these colors?

I couldn't find threads on this

If you are using cm7 or miui. That would make it much easier.
