It could be that one, try with a wipe and reflash your rom

What is the best configuration for CM9?

Too much lag when scrolling with default configuration.

Do not forget it took like 2-3 version for NEAK to get to the standards we all know and love. So either give it a try for a few days and things might settle or try different variations. Vr and Lulzactive should give you great scrolling or try performance governor and Deadline scheduler

same as above. either try a performance based governor or try different ones till you get smoothness you guys desire..it does take a few days to settle sometimes
