Yes, you just set it from Semaphore Manager. You may first select it in 'Miscellaneous' section to try it. If it's stable the select it 'Kernel features' section.

There are no best settings. You may select one according to your needs. Information about governors, schedulers and other options you may find in this thread or other threads on the XDA.

Thanks for your advice once again. Lastly, can I upgrade the Manager to 0.74 even though I stay at 2.4.0?

Some ppl says 2.5.0 is not suitable for my current ROM, is it true? Although I know you had said many times that it is.
