I'm on CM9 but colleague wants the CRT-OFF on his official rom. Will this work with XEN_LP7 (dutch official rom)?

Hi, I was looking through the official ICS list (here). Do you mean XWLP7? If so, then yes you can get it from the first page and it should work. If he has CMW, make a backup and try LP7 anyways, if it doesn't work - just restore. =)

This apk is from my Samsung stock ICS rom from my GS2, XXLPQ. So that it may help you fix the flashes after the CRT off animation.

Unfrtunately, u did it before merge to official Cyanogen tree and there are no history for this change.

LPQ is on the first page. Different frameworks won't help fix the blink. Thanks though.
