maybe it's me,but is the signal strenght less on android 4.0.4

i only get 2 bars and it was alway full before

using different modems doesn't change anything

Did you tried 'Clear data' from Settings AND deleting files from /sdcard/Android/XYZ?
Do it for Gallery and Media Storage/Media app. Then restart and wait 15 minutes and check issue.

I think your problem is related to Gallery or/and Media Storage app.
