AT&T or Rogers? In either case u can just simply pull it yourself. Go to the Odin thread in the dev section. and download the one u want. Then open the tar in WinRAR or 7zio and navigate to /system/framework/ and extract it

I know I can do that , but I'm limited here in my country to a 3GB download limit for the whole month with a speed of 128 kb , that's why I was asking anyone who has the AT&T stock ROM to pull out the framework.jar and upload it to me .
