No. System was not designed to work as a phone. Maybe VoIP apps like Skype could work

The answer is simple: No!
The Archos 3G stick is a data modem without voice support.
The firmware inside this stick simply does not support these features.
There's no app that could fill this missing part...

Set up your google account with google voice. make sure your assign yourself a phone number.
Install the following apps:
-Google Voice
-GrooveIP
Use GrooveIP as a dialer and Google Voice for texting and voicemail.
Congratulations, your tablet is now a fully functional smartphone
