Battery needed for phone to turn on?

Why does the phone need the battery to turn on when plugged into the charger?

I seem to remember one of my earlier HTC phones could do this. Or is my mind playing tricks on me?

No Android phone I know allows you to power it up from the charger alone. Nexus1 is no different.
