Holo Launcher is a highly customizable launcher replacement based on the stock ICS 4.0.4 Launcher. But you can run it on Android 2.2+

Phoenix launcher is a paid app, can't be share here. Correct me if I'm wrong.
Btw, I have try this launcher but the phone and contact icon doesn't appear at the dock. Dragging stock phone and contact icons at it doesn't look good with the launcher apparently.

May be applying the ics ldpi theme help you solve the icon hysteresis.
