Baseband unlock and SIM unlock are two different things. SIM unlock is more self-explanatory: It lets you use a SIM card from any carrier you choose.
For fairly obvious reasons, Verizon wants their customers to use SIM-unlocked phones only outside the U.S., rather than jumping ship to use their D2Gs on AT&T or T-mobile. Therefore the radio baseband, by default, is blocked from connecting to GSM/UMTS networks on the frequencies used by AT&T and T-mobile USA. Unlocking the baseband lets you use those carriers' networks, but only if your phone is also SIM-unlocked (and you use a valid SIM).
