What are you talking about? I told you I use stock, aosp, cm9 all are under 10%.

Stock ics

Early AOSP 4.03 no tweaks at all.

Cm9 4.04

I'm just giving suggestions what he could try. I had various devices with stock, custom, aosp ics too and android os was always in top 3 battery consumers, sometimes 10% sometimes 60%, depending on voice calls, screen usage, etc.. If the above mentioned method doesn't work with draining problem he should change rom or reflash, that's what I'm saying.

While you were surely trying to help, using your time to fix something that bad which surely is not normal is waste of time, when you can just flash again and fix the issue.

That's what I think, doesn't mean everyone has to agree.

I have stock i9100 ics 4.0.3 and battery stats are reading android os as one of the top consumers but I don't have any drain. I guess it's a 4.0.3 bug because I had same reading on nexus s with stock 4.0.3 and on various stock/custom ics roms on different devices.

Thanks To All for Replying me. I was too frustrated by this Bug and i done these steps from Scratch to fix this OS bug issue. but still no Luck ;(

1.flash Stock Samsung Rom I9100XXLPJ from samfirmware. (it is 4.0.3)
2.Flash XXKL1 Modem. I searched alot about Modems and found alot of people saying that this modem is good for battery. and it is latest stock modem.
3.have to give up slim ICS. and move to Hydra2aokp rom(4.0.4). with hydra kernal(came up with The rom).
4. i have not touch NS tools, not any performance settings, not even init .d Scripts.

Setting my desktop, and playing around the rom for 1 hour. with screen timing was 52 mins

and after full charge, and using for 1 hour(Setting my desktop, and playing around the rom for 1 hour. with screen timing was 52 mins). my Battery Stats looks like this, and Stil STILL STILL OS bug

is there an error in S2 to show this? i dont know. after 5 days m still stuck on this issue. and searching on internet like hell.

If you are ready to wipe, do it, using cwm format system partition, data, cache and sdcard and wipe dalvik.
By sdcard I mean internal storage not your external sdcard, remove it just in case.

Using Odin flash stock GB ROM. From there you can go to you're custom ROM.
