Hate to ask the obvious but are you sure that you got the version that supports UMTS band IV?

PB99100 is the one you want.

PB99110 supports AT&T's 3G bands - II and V.

How do I checkcheck

Remove your battery and search for the text behind IC.

Should be something like IC:1234A-PB99100

If your phone model is PB99100 and still have EDGE, just check to making sure that box "use only 2G networks" in Network Settings is unchecked.
