In settings / about phone/ phone status what does IMEI sv stand for its a two digit number well atleast on my device. And should this number ever change?

SV = software version. I don't believe this changes, but I could be mistaken.

I've noticed that sometimes this number changes whenever I flash a different modem.

ya mine has changed also but i only noticed it when my imei was messed up you know IMEI of DEATH = 000000000000000 lol

Oh man! I have had that happen to me. Luckily I had my IMEI backed up on my phone (external SD) and laptop. I hope you do. If not you may have a serious problem. There are many threads in our forum on how to hopefully fix it. Good Luck anoymonos. Btw I fixed it with my external sd backup

no that happened a while back and at the time i had no back up did not even know what an EFS was. I got a backup now, a dev from another forum actually helped me restore my number, noone wanted to give him a chance but i had not much to lose an wah la he fixed it quick. He was planning on making a tool that would allow users to fix on their own whith out any knowledge
