HTC Herald hangs at T-Mobile splash screen

My HTC Herald hangs at T-Mobile splash screen, I tried hard reset too but problem remains there.

I tried updating ROM but it failed with following error on PC but it shows white screen with progress bar in mobile 0%

"This Update Utility cannot be used for your PDA Phone. Please get newer Update Utility."

I'm using ROM Update Utility ver.: 03.11.3.1


It has following versions

IPL: 4.26.0002
SPL: 4.26.0000

I'm updating to following ROM image.
ROM image updating to ver: 6.5.5.23563

Try to update your spl to SPL 4.70 for the first, for Hard SPL look at http://forum.xda-developers.com/show...64&postcount=1
