Simply because the two OS are different. It is the same for example with android and IOS, or with Windows Phone.
It is the same on computers, you can't install Linux programs on Windows.

This made me think, how works the programs on linux and Mac OS X that "port" the windows programs? only doing the program run but not installing a VM?

They are actually virtual machines. More or less. Wine for example is virtualising Windows environment and all Windows core libraries, then running certain application under that environment. Running any Android app under Bada would need porting Dalvik VM and simulating its environment on Bada.

How i thought, to tell the truth... and it's possible? like.. have enough memory to do this on Wave or in some Galaxy low-end/mid-end (the guy seems to want the bada apps, for some strange reason XD).. maybe meanwhile you and mike do the port, someone can do the dalvik virtual machine for bada..
