Default Poor speed tests.

I have new radio, great rom and kernel, full signal, build.prop tweaks, 3g hspda. But my phone is only reaching 160kbs down and 180kbs up. Help?

Its been for past month. I tried speed tests in other parts of city and state and difference is minimal. At&t doesnt know anything
