Yes, however as UGLC1 is unofficial, there are not any official RIL's available either AFAIK.
And honestly they shouldn't make too much difference, but if you want to give it a shot I suggest trying the latest ones you can find (in this case the ones for XXLA2 or UGLA4) but these should hopefully already be included in your ROM if you are running 4.0.4. XXLA2 is the official 4.0.4 radio.

Thanks for this, i'll test and report back. I'm going to guess we only need the ones from system/lib as those were the only ones i needed to RIL match on my DZ. I know it's a different phone/company but i'll give it a shot.

I would replace ALL of them, as I'm pretty sure the one in /vendor is needed...
EDIT: Looks like only the /vendor/lib/libsec-ril.so is needed (assuming the GetRil app is correct), NOT the other ones.

So far its worked out ok with just the 3, i'll try this for a day then add the /vendor in and see how it compares.
Edit: So using the GetRil app with just the 3 applied from /system/lib showed that my phone still had the XXLA2 RIL.
I added in the one from /vendor as you mentioned and now GetRIL app is showing an unknown RIL. Hasn't seemed to affect performance just thought i'd mention the change.
So far its worked out ok with just the 3, i'll try this for a day then add the /vendor in and see how it compares.
If I get confirm from you and others that they actually work better (than what is currently in your ROM) and which ones are needed, I'll package them up as a CWM-flashable zip.

Well i can confirm that we definitely don't need the rild file from /system/bin, that killed my signal completely.
